Lake Washington School District, Business Services department is looking for qualified candidates for the position of Budget and Fiscal Manager. This position is based at the district Resource Center in Redmond and reports to the Director of Business Services. This is a full-time, year round position with full benefit package. This position begins July 1, 2021.
Position Summary: The Budget and Fiscal Manager provides leadership and supervision to the District’s budget department. Core functions of this role include the development and management of the District’s five funds, development of enrollment and staffing projections, and ensuring that the District’s financial practices and procedures remain in compliance with federal, state, and District guidelines. Ideal candidates will have experience analyzing the financial impacts of decisions, excellent written and oral communication skills, a keen eye for detail, and extensive knowledge of school finance management practices. This position is a member of the District Leadership Team and reports to the Director of Business Services.
Essential Job Functions: - Develops annual District operating and capital budgets.
- Hires, supervises, trains and evaluates budget department staff.
- Annually prepares the state required budget report (F-195), including all revenue projections and the F-203 report, enrollment projections, staffing model development, and all grants budgeting.
- Annually prepares the budget summary document that is published for the community and submits the budget document for the ASBO Meritorious Budget award.
- Develops and monitors annual short and long-term enrollment projections.
- Develops, maintains and monitor staffing allocations; works closely with Human Resources to provide accurate and timely staffing allocations.
- Analyzes the financial impacts of legislative, bargaining, and district program proposals and decisions.
- Monitors expenditures and staffing to ensure compliance with approved budgets.
- Oversees ongoing budget review of expenditures and revenue analysis and updates fund balance projections.
- Identifies actions necessary for budget compliance and provides associated training and guidance.
- Maintains an understanding of federal and state grant funding procedures; approves and manages iGrant budgets.
- Researches, collects and reports financial information for Federal and State agencies.
- Oversee the allocation and monitoring of grant and categorical program funds.
- Collaborates with schools and departments in the identification of current and long-term budget needs.
- Oversees, organizes, and prepares estimates for annual departmental budget requests.
- Coordinates and assigns accounting codes used by Accounting, Budget, HR, and Payroll offices.
- Provides input and responses to OSPI and local ESD queries and requests as required.
- Provides necessary financial and enrollment reports to the board and administrators.
- Assists with year-end financial accounting process including accruals, expenditure to resource analysis, and year-end journal entries.
- Develops and maintains budget procedures and policies for the purpose of ensuring proper use of district funds.
- Serves as a resource to principals and District administrators on finance related topics.
- Follows LWSD policies, procedures and protocols.
- Performs other duties as assigned.
Knowledge, Skills and Abilities: - Knowledge of laws, rules, regulations, legislation and guidance governing school finance.
- knowledge of budgeting and finance in a large and complex organization
- Knowledge and ability to use district information systems including WESPAC/Skyward
- Skill in analyzing, implementing and maintaining management information systems.
- Skill in performing a variety of management analyses, cost analyses and calculations.
- High skilled in computer applications including Microsoft Office and advanced-level expertise in Excel.
- Ability to analyze financial data, make projections and communicated information to a variety of constituents.
- Ability to prioritize and work well under pressure to produce a large volume of work quickly and accurately under tight timelines.
- Ability to prepare and analyze complex data and numerical computations.
- Ability to pay attention to details and skilled in error detection and data verification.
- Ability to develop, supervise and evaluate staff.
- Ability to utilize computers, software and technology to support the district, ability to learn new software or technologies that offer value to the district.
- Ability to work collaboratively with school and central office staff, parents and community members.
Salary: Department Administrator Level 9, $139,679.00 per year, 260 days. Full benefit package available.
