DESCRIPTION
The UC San Diego Health Director, System Shared Business Office reports to the Chief Revenue Cycle Officer, and is responsible for overseeing and directing the overall functions of the Shared Business Office, including the integration of customer service priorities, strategic planning, and operational performance.
Oversight includes the following functions across both the medical centers and physician's group:
Customer Service: Ensure expedient and effective resolution of incoming patient requests.
Patient Collections: Ensure patient billing process is accurate and timely; maximize collections of patient responsibility.
Financial Counseling: Ensure patients have timely access to, and understanding of, financial counseling and associated coverage options as defined by financial need
Third Party Vendor Performance (as appropriate): Ensure third party vendors associated with the patient billing or customer service processes are held accountable to contracted terms and UCSD patient experience expectations.
The Director, System Shared Business Office has responsibility for working with IT Leadership to ensure projects are prioritized appropriately to the needs of the Shared Business Office. This includes collaboration with IT on all billing modules in Epic and IT applications outside of Epic.
The successful candidate will be a highly motivated, dynamic individual who has advanced knowledge of revenue cycle systems and demonstrates the ability to create an atmosphere that motivates employees to perform optimally while serving as a role model for staff.
ROLE & RESPONSIBILITIES:
The Director, System Shared Business Office plans and manages the daily operations as well as the future state operating model of the Shared Business Office.
Serves as an advocate for an enhanced patient financial experience and continuous quality improvement.
Responsible for ensuring the Shared Business Office provides the highest level of customer service.
Establishes policies and procedures and ensures compliance with state, federal and other applicable agencies.
Creates and coordinates both long- and short-range goals and objectives and ensures consistency with the goals and objectives of the revenue cycle and UC San Diego Health.
Establishes and monitors department's performance standards, performance improvement plans, productivity and management information.
Works closely with peers within the revenue cycle to advance operational goals and ensure unified revenue cycle leadership and alignment of policy and process.
Facilitates and participates with departmental, inter-departmental and institutional improvement opportunities and support systems.
Develops strategies for increased technology utilization and automation of the patient billing & collection process.
Monitors and manages operations utilizing industry metrics on a monthly, annual and long-range planning basis to ensure maximum reimbursement for the organization.
Establishes standardization of processes and workflows where feasible within Shared Business Office and reduces variation using lean practices and methodologies. Seeks out value stream opportunities to eliminate waste and reduce expenses, significantly reducing the cost to collect and optimizing reimbursement.
Coordinates with IT and the Continuous Improvement departments on technology optimization efforts.
Assures that operations leverage leading practice industry standards and meet all regulatory, compliance and HIPAA requirements.
Well-versed in developing and sustaining effective relationships with internal and external stakeholders to provide service, information, and advice as needed.
Oversees planning, preparation and presentation of budgets that demonstrate prudent use of the organization's resources while at the same time achieving and maintaining organizational goals and key performance indicators (KPIs).
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business Administration, Healthcare Administration, or related field, and eight or more years of relevant experience; OR an equivalent combination of experience, education and training.
Five years of management or higher level leadership experience in revenue cycle setting.
Extensive knowledge of hospital and professional services end-to-end revenue cycle operations.
