REPORTS TO: Director, Food and Nutrition Services
DEFINITION: Coordinates activities related to the procurement of commodity and purchased food products including, but not limited to, vendor contracts, new product testing, writing bid specifications, and quality control. Coordinates the management of the food warehouse and warehouse operations supervisor.
EXAMPLES OF DUTIES:
Develops and updates specifications for all food and non-food supplies, assists in preparing food and paper bids following purchasing guidelines, attends pre-bid and bid opening meetings, monitors quantities of foods purchased to control costs and advises warehouse as to quantities to purchase, obtains quotes for products not on bid, and expedites purchase orders and deliveries for these items.
Meets with vendors to preview and evaluate new products; supervises product testing with food service staff, students, and school-based staff and provides feedback to vendors; maintains product evaluation files and a resource library for product information.
Coordinates the government commodity program, supervising distribution of commodity products and ensuring compliance with procedures and quality of products; reconciles federal and state commodity reports with warehouse inventory system.
Coordinates the ordering, receipt, storage, and delivery of food and supplies with the warehouse and operations supervisor.
Meets with or contacts by telephone cafeteria managers; manager, food service operations; food service supervisors; area supervisors; field representatives; warehouse employees; purchasing office; media; and others as needed to provide information and solve procurement/quality issues; and implements changes in procedures to improve services and products.
Contacts vendors regarding inferior or damaged product and makes arrangements for refunds or exchanges, makes changes in bid specifications in response to quality issues, and maintains a product complaint binder.
Visits schools to observe the service of food products and obtain feedback on products, vendor services, and quality controls.
Plans and conducts monthly cycle counts with the warehouse staff to ensure efficient procedures.
Consults with Registered Dietitian on meal pattern and food availability, including commodity foods, for use in cycle menu.
Establishes food cost control by providing approved vendor bid awards and prices on all foods and supplies.
Ensures food products used in menu planning meet the United States Department of Agriculture guidelines and compliance with all agencies.
Performs other duties as required.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Bachelor’s degree in food and nutrition, food service management, dietetics, family and consumer science, nutrition education, culinary arts, business, or related field from an accredited institution.
A minimum of four (4) years of experience in the field of food service.
Two (2) years of supervisor experience in the field of food service.
Note: Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.
Licenses and Certificates:
Certified Food Service Manager – Level I certification required.
Possession of a valid Class C Maryland driver’s license, or an equivalent.
Required certifications must be maintained throughout employment in this position or any other that requires these certifications.
Knowledge, Skills, and Abilities:
Thorough knowledge of the Child Nutrition Programs regulations and policies including the government commodity program.
Knowledge of commercial food service equipment.
Ability to interpret and apply federal, state, and local purchasing/procurement rules, regulations, and procedures.
Knowledge of and skill in the use of databases, internet, word documents, spreadsheets, and related applications.
Skill and ability to organize, plan, and execute work with minimal supervision.
Skill and ability to communicate effectively orally and in writing.
Skill and ability to evaluate bids and recommend cost-effective purchases and prices for food items based on food costs.
Ability to operate a personal computer and related software and troubleshoot minor problems.
Ability to establish and maintain effective working relationships.
PHYSICAL AND ENVIRONMENTAL CONDITIONS: Work is performed in the central office, warehouse, and selected sites. Work involves sitting with occasional standing, walking, bending, stooping, and lifting up to 50 pounds.
CONDITIONS OF EMPLOYMENT: Annual completion of continuing education/training in accordance with the U.S. Department of Agriculture Professional Standards for School Nutrition Employees. Work involves deadline pressure, frequent interruptions, and occasional travel to trade shows and conventions. Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
GRADE: Grade 08 on the BCPS OPE 12 Month payscale.
RETIREMENT: This position is eligible for the Baltimore County Employees’ Retirement System.

All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
